1. Competitive supply depends on the allocated budget(if so announced), cost of the equipment, freight cost and the profit margin.
From my own experience I know 2 types of tenders:
1) Open tenders: for purchase of goods and services of bigger amount. Wherein the Buyer announces his maximum purchasing price - budget for purchase of the goods and services.
Buyer specifies the requirements of the tender documents contents/ full package of required documents in detail, both technical and financial part of the tender documents.
2) Commercial Proposals/Offers. this type of tender is often used as bid and is simpler compared to the above mentioned Open Tender. with simpler package of required tender documents and the cost, quantity of the required goods and services for purchase.
To make a competitve offer of equipment for the announced bidding:
1) Source the equipment from at least 5-10 sources to get better buying cost. Because to sell something you'll need to find manufacturers of that goods first, if not dealers, suppliers, (in case if you are not manufacturer of that required goods) and buy it afterwards in case you win the tender.
2) Compare prices from all those suppliers, here while comparing you should not forget about technical match of the goods, guarantee, warranty, delivery and payment terms,…etc, validity of the commercial offers of those suppliers.
3) Shortlist the matching offers, and negotiate for discount, better payment terms.
4) calculate the freight cost, customs clearance, inland transportation cost
5) calculate other costs, taxes, profit margin
6) decide on the selling price, with delivery and payment terms.
Steps or details may vary depending upon the real requirements of the tender or the buyer. And you’ll need to act accordingly, case by case.
2. Examples for bidding participation as a seller/supplier goes back to 2013 and are plenty, since participation was actively on a regular daily basis. Amount range: starting from 70.000,00usd and above.
I had full 2 years experience in oil and gas sector tenders in Almaty, Kazakhstan during 2011-2013. 2011 was the start and no one had experience. Tenders were publicly announced in web portal, reestr.kz, reestr.nadloc.kz (I found no parable in uz) and samruk.kazyna, there were 100s of new tender announcements daily or weekly. In 2 months I had gained a good experience in a trading company by participating in 100s of selected tenders in a week, and after 2 months we made a good team of tender specialists of 10-15 people, and I was supervising them, explaining and checking the prepared documents, (I even used to prepare so called “Tender Standards” or short and precise checklist/instructions for the tender staffs, selling price were decided by the director with my advice, and mostly I would find or judge his intended selling price. And in most cases we won the tenders among even around 50 participants, with good profit of course.
And I have a 3.5 years experience as a buyer in GM Uzbekistan.

I enjoy tenders, and I have proper experience.
